There are Churches today that visits the 99 safe sheep again and again just to fill in a quota and forsake the 1 lost sheep (that is hard to reach) whom Christ commanded to be visited and cared for. They said, the one lost sheep is a "toxic" person and hard to deal with! Well, it only reveals how self-righteous they are not knowing that they have a divisive spirit.
Toxic people in the Bible when properly loved and cared for become giants in the faith and hardcore witnesses for Jesus. Paul our example of this said he was the "chief" among sinners (1 Tim. 1:15). Light is never afraid of darkness. Its the opposite! (John 3:19-21)
If the good Samaritan (the banned people of the Church) went after a "quota" or "performance" based ministry, he would have never helped the poor Jew on the road. The time he spent was enormous! It was the "pastor" (priest) of the Church who ignored the broken man and went on his way. What might be their reason why they just ignored their member? Maybe because they are too busy with their preaching schedule? The man was not in their list of visitation? There is no attendance or giving record? So on and so forth...
Truth of the matter is, Christ is the "boss" who gives us the list of people we need to visit and it is written in our hearts by the Holy Spirit!
"I will put my laws into their mind, and write them in their hearts..." - Heb 8:10.
The problem is do you have a heart? (May puso ka ga?) The ministry of Christ flows from love not numbers. Yan po ang nagmotivate sa Samaritano. And by his actions not words, he rebuked the whole religious system of his time.
Luke 10:27 (AMB) Sumagot siya at sinabi, "Mamahalin mo ang Panginoon mong Diyos ng iyong buong puso, at ng iyong buong kaluluwa, at ng iyong buong lakas, at ng iyong buong isip, at ang iyong kapwa gaya ng iyong sarili."
